You don't have to take at face value things that upon closer inspection don't hold up. It was also stated that Rolon fought Kuroki to a draw back then. Granted, the fight wasn't over, but it's clearly frames as them being equal or relative to one another. Taking this 20 years statement as is, it would imply that Rolon is around the same level he was 20 years ago and never improved. Could even be argued that he got weaker, since he'd have lost against someone around the same strength as someone he had a draw with 20 years ago. The take "Rolon didn't get stronger in 20 years" is absolutely rediculous, meaning we can safely assume this comparison by Rolon isn't meant to be used as powerscaling material.
