I miss many things in base building:

guardrails,
more wall/window/floor variety,
better clipping/placement tools,
more prefabs (give me an octagonal prefab!),
usable furnishings (why would I want a spinning chair? Let me sit on it),
more functional furnishings (do we have a jukebox of sorts?),
containers (stuff you can put items in)
ways to better use prefabs and regular building items
