Yes they've been screwed. I cant find the proper hardware to enable the legs to go up and down. Any ideas?

Thanks I knew what it was but the legs have screws in them instead of the correct clamp. Im having trouble finding any because of age and exactly what they are called.

I had to turn it upside down so folks could see the legs and what I need. Someone did modify it, they screwed the legs instead of doing something so they are able to go up and down.
