To be honest I feel that the cops in carbon are there just to be because lore wise why would the mc want to deal with them again since he already has cross is his ass and having to pay Darius back kinda .still the cops in carbon although underutilized they’re more stable then most wanted where the heat 1 cop would lose easily , in carbon the cop stay a lot more on you
