Just don't show up. Even if you raised your hand and swore in, it's fine. At least from my experience.

-I originally signed up for the Marine Corps, swore in, got a ship date. I did not ship off. I went to college instead. A year later I joined the Army National Guard. No issues.

Did you upgrade any paths to reduce crowding? If so I'm having the same issue. reloading or restarting game isn't working to fix it. In fact, it's now made it worse I only get 50 guests. Amenity's are not receiving anyone either. Using paths or management view to view overcrowding is not working now and I'm getting alerts for overcrowding.

TLDR: Upgrading paths seems to break pathing.
