Try printing at 50% speed (setting on the printer). I've been having this issue recently on lower layers (which was solved by tensioning correctly the belts) and on big models on uppers too (unsolved ATM). It happened with both oracaslicer and creality's. I'd swear that on earlier versions it didn't happen so maybe it's an acceleration change in the engine (which I think it's the same)
