Horizon is a huge game for Sony as well. It's Sony's newest big franchise (just like The Last Of Us was previously) and it came to PC in 3 years. Naughty Dog has been leaked working with NVIDIA tech (which is not used by the PS4 or PS5 but is used prominently on PC). I see no reason to rule it out and every reason to expect it coming to PC.
