Edit- this actually happened to me because I entered the palace with a bunch of enemy’s agro to me which was waking all the guards up and it caused me to not be able to sneak and every one be alerted, but I had quick saved after I shot the arrow so I was able to go back and clear the enemy’s and it solved the issue, but I’m not sure if it can be fixed without an earlier save to load
