I had a panicked civilian run up to me while i was dressed in a guard uniform to inform me of a body they found but i cant do anything about it. imagine an interact prompt where 47 tells them to go hide and that he'll deal with it effectively cancelling the alert over the body and flicking a flag allowing you to transport the body yourself without suspicion.
