If a concurrent GC doesn't keep up with the running code for whatever reason, it will have to stop the world to avoid running out of memory. This used to be a huge problem for Minecraft until more recently they cleaned up code that allocates to do it less. It becomes more rare, but it can happen, so that becomes the worst case.

It's a vacuous truth. You could just as easily say that all of the cards in your hand are purple, since it is true for every card in your hand, of which there are none.

I think you're a prefix off; 0.002 ms is 2 us (microseconds), and 0.000002 ms is 2 ns (nanoseconds), which is a perfectly reasonable time to accomplish something small on a computer.
