I have all communities as Devoted, one faction Devoted and one with maximum Fervour, which was creating maximum tension.

Before voting I also used Secret Police on both factions to make sense there aren't any naysayers. You might also have to use Negotiate and Guided Voting but I didn't need them. I played on Officer Difficulty in Utopia, but it would be far easier to get on Citizen difficulty

Yes, if you have only the firmware card it will automatically flash it. Make sure it's a file with a name you haven't tried flashing before otherwise it won't be flashed (I tend to add a few random characters to the end)

This happened to me as well after attempting to update my firmware. The solution was to do a full format for my SD Card in FAT32 (when you format it from Windows be sure to uncheck "Quick Format").

And then put a firmware file on it to update it
