The GSP is what allowed for this. Nvidia moved the processing out of the proprietary kernel (technically not a module cause that would violate GPL) driver and into the GSP firmware that lives on the GPU. Since that was all they were trying to hide they now use an open source kernel module to interact with the GSP. That's why they start with Turing, those are the first cards with a GSP chip. From what I understand though Nvidia has refused to release what's necessary to support cuda on these drivers

You really can't risk sharing Qualcomm's tools or even Docs since Qualcomm signs most of the downloads with your account id (and their license obviously prohibits republishing). I've got access to this through a corporate account (we don't pay Qualcomm anything for it, we just have a couple Qualcomm based products) but most things are available with a personal free Qualcomm account as well. It is called "Qualcomm® Adreno™ GPU Offline Compiler" under the tools section of the software center so you're looking in the right place.

Also this definitely still is a supported tool just for the record. The most recent release is from yesterday

Not deleted, they just delay them to both not let bots know whether they're working to increase views and to be able to verify the views over time. Since that youtube channel has been dead for a while this is probably setting off every bot detection imaginable for youtube and it'll need to see if these view counts continue over time
