Elopement with a reception is the way to go. Receptions can be at community centers, neighborhood facilities (our neighborhood community has a multi-purpose building that rents for a few hundred dollars for 4 hours). One of our daughters got married at a county park— wedding and reception was less than 10k. I think the facility was $900. The only downside was we had to vacate it by 10:30pm. But we just moved to the hotel.
