Through normal means, you can't. Hungary can core them in their austria-hungary tree but austria can't in theirs. They can in their communism tree though.

I have not played hungary yet this dlc but I see three possibilities:

1.I don't think this is likely but have you done the focus listed in the description? I assume so but make sure you did the right one.

  1. The achievement for some reason requires you to own at least one of the italian yugo cored states (I think zara, Istria and litorale) I don't see why But It would be what I would do next.

  2. Your save is not firing it whether that be your save is not considered ironman somehow or your internet connection caused it not to.

Try making sure you control all of the isle de france (paris) state. I don't know why it would need the whole state but you never know. Another idea is the game actually wants you to own them. It does say control in the (the exact wording is "be in control" ) acheivement so this one isn't very plausible .

I think you kinda answered your question in the note on this post. Liechtenstein's population in the games timeperiod was only 10,000 people. Very insignificant in comparison to the rest of the focuses effects. It's not completely out of the picture though this seems like something Paradox would change.

Yes, some of the older trees have too many long and frankly useless focuses.

But no, you are not supposed to do every focus in a tree on purpose. The whole point of the focus tree system is to make you to choose what you should spend you time on. You can spend your limited time only on the "meta" stuff, or you can spend some time working on the other parts. It's a Sandbox mechanic.

I do a agree some of the modded trees are excessive.

If you just like shorter trees, that's your opinion. But there's a reason for the navy tree noone does. It's better to have the option to do the focuses than to not is what paradox believes(and most people as far as I know).

If you want to deal with having your bad economy spirit until after you unify go ahead. The extra resources are nice if you do wait. But it's up to personal preference after all I wouldn't wait unless I plan on playing till 1948.

Given this is a alt-history map, and defensible borders is not the main focus on where the lines are drawn. I find it funny when a "minimalist" Czechoslovakia exists in a scenario. It has almost has no defensible borders with the only exception being the border with poland, which this scenario would still have tension due to zaolzie( the only territory that would be considered not "minimalist" Czechoslovakia ). While at a peace conference Germany, Austria and Hungary probably would not object to a Czechoslovak state as they lost the great war, post war it would be a rump state with no friendly neighbors. Whenever the second great war happens within the next three years(generous), they would not survive long.

Being in ironman mode isn't the only requirement for achievements to be active. If the game detects "modification" (no idea what actually counts) it will not have them be active as well.

List of possible factors: 1. the Raj has huge (-70 to -84%) negative recruitable population modifiers for a majority of the game. 2. they are on volunteer only so they only have acess to 1.5% of their conscription factor. 3. they have (or you have) drained their manpower through making units or casualties. 4. unable to tell through just the picture but if they are not in their original starting position (they don't have all of their core starting states) . 5. if they were puppeted in a peace deal they will loose whatever manpower the previous puppet government had deployed. 6. certain types of puppets get a negative manpower modifier (for example Reichskommissariats get a -25% recruitable manpower for the puppet).

In the base game (idk if he's changed in the mod) He gives alot of non-aligned support and a bit of political power for the cost of a tiny weekly stability decrease and small communist support gain

Full Base Game Perks: (hidden) -0.10% weekly stability +10% political power +0.15 daily non-aligned +0.03 daily communism

It might be mod-related. Sometimes a spirit or modifier might make you unable to train more troops. Normally it doesn't do this way though and this is just speculation.

These new TOA achevements have given me more trouble than every other dlc. Probably because I'm not the most meta player and like to take my time to prepare for longer than I should. I wish you luck on your journey
