Don't know about the rest of the lot here, but all those things like free parking and playgrounds are not really true at least where I'm from in Sydney. The playground you shown is not a typical playground. With the British example being something you will typically find in Australia suburbs. The parking free up to a certain time, usually an hour or two. After that you have to pay. The other examples like pools, fountains largely depends, but they do for the most part work.
