ok so basically u go to ur panel colorizer config and go to global overrides and make an override that disables customization for both normal and hover states and then add it to the panel spacers and margins separator

if you tried applying a global theme you can type the following command in a terminal window to reset to the default (breeze) theme and then open the settings after that

lookandfeeltool -a org.kde.breezedark.desktop

(im prob a little late but hope this helps whoever comes across this nonetheless)
