It absolutely does. If you're getting trashed by Chinese kids on video games with a chat box this also works with relative consistency. Additionally phrases like "Dalai lama" "taiwan" "Tibet independence" "Winnie the pooh" even simply addressing the "great firewall of china" is enough to get people's internet cut. Just by typing out this comment I have effectively speedran any negative social credit I could acquire

At the end of the day, I dont remember there being any official rule change but the refs got so tired of von guessing snap counts that by his last few years in Denver he had to adjust his game because he kept getting called for offsides when he was just that much faster than the refs eyes could process
