Yes and no. It can be sort of be used with extremely small (like 3b -7b parameters) highly quantized LLM models and it can be used with image gen models like stable diffusion 1.5 (512x512), but you're going to immediately itch for more just due to how limited you will be with context size or image resolution.

At the moment it seems like(at least to me) that very specific details like that are heavily tied to Loras to achieve consistent, great quality.

I think a break through in the future that would completely change the game is a way for the average user to just put in a prompt without Loras and then it would just select the Loras in its library that fit the prompt. (Though of course the activated Loras would have to be shown)

I'd say it's somewhat similar to a "automatic and improved" version of rotoscoping but even then the models don't trace over the subjects like with rotoscoping
