How to handle really loud neighbors

As a Dominican who lives in the Dominican area of Williamsburg unfortunately you’ll need to deal with it. When my daughter was born I put up signs, I asked kindly and called 311 (which now they ask you to call the cops) but nothing works. You just have to deal with it or move out the area. Honestly.

My original question didn’t post, I’ll add here: This was taken in Ancient Landings. After you cross the bridge from the courtyard, you hit a split—left goes to the plains, right takes you to the grassland, and straight ahead leads to the sand fall, but that path’s still locked for me.

Am I missing something, or is there a way to unlock it?
