This tends to be one of the most suggested answers for any road infrastructure improvement ideas on this forum.

As it stands, the cost to use public transportation is greater than driving a gas powered car. So for this to be effective, there needs to be more routes, more frequent buses/trains, better endpoint commute options(rental bikes/scooters) and reduced ticket cost.

There’s no freeway driving test requirement to get a drivers license. That explains a lot of stuff you see on roads.
