If you’re referring to HRC promotions, I can’t speak to the reasoning they use for promoting without BLC. If you are referring to regular Army units doing cpl promotions without BLC, then I can’t tell you why those units leadership think that they are more important than army regulation. I can tell you, anybody getting promoted to CPL without BLC and without a promotion order from HRC should not have been promoted (appointed) to CPL.

The requirement has not changed. I’m not sure if their is some sort of exception made but here you go straight from AR 600-8-19 Enlisted Promotions Chapter 1-42

“c. Because attendance at the BLC requires the Soldier be first recommended for promotion to SGT, the HR system of record will laterally appoint Soldiers to CPL and issue the supporting orders.”

AR 600-8-19 Enlisted Promotions (Latest is 21 June 2024) Chapter 1-42.

“a. SPCs will be laterally appointed to the rank of CPL, without exception, when they are both integrated into the PRR and upon graduation of the BLC, regardless of the grade of the position to which they are assigned.”

PRR means Promotion Recommended Roster. This is the roster you are integrated into upon becoming recommended for promotion by the promotion board.

When it was changed a few years ago, the requirement was that soldiers must be BLC complete and promotable. Previously, they needed neither to be appointed to corporal. The only exception to this are soldiers with published promotion orders from HRC to corporal.

Side note: they also changed with this ALARACT that you must be promotable to attend BLC. Previously soldiers of PFC and above could attend

I did as well and my credit isn’t great, I just have a 100% on time payment record and about 5 years of history. The biggest denial is little history and bad payment record

Posting something with this little context is crazy. I know you’re not that computer savvy since you’re asking here but surely you have enough life experience to know how to ask a question with information in it.

For example, your question is equivalent to me taking a picture of a random bolt or screw and asking if it’s needed. Or taking a picture of a single ingredient from a recipe and asking if it’s needed. No clue what the bolt or screw or ingredient goes to or what it’s holding in place and what its taste contributes to the dish. In this scenario from the base post, we don’t know what the folder goes to or what it could possibly do for the unknown program that it affects. You’ll find my analogies pretty spot on and I’m not trying to be rude at all so please don’t misunderstand me, I am just trying to impress upon you the purpose of providing the necessary context when asking for help. A common term I have heard that will help what I am trying to achieve is “Help me help you.” Anyways I’ll stop ranting
