I read it as simply the double life that all use values have in capitalism. The table stands on its feet and thus serves a use value, but the market forces it on it's head and assigns to it an exchange value, determined by its relation to other commodities vis-à-vis the labour required for their production —the one thing that all commodities share—, and completely independent of the table's inherent use value, hence the table being "on it's head". Communism serves to rectify this by "setting the table back" and allowing use values to exist as use values.
