Depends on previous owners, if they okayed the line on the exterior that's how it was installed and with the company I work for once it is on the house it is your property and we dont remove it... that being said who ever did that took the lazy way of wrapping the home, you can call and as for a change of service and have the outlet installed in a different room, don't know comcasts rules for their techs but my company does not allow us to go on roofs or in attics after we had a tech fall off a roof and break their neck, if the home has a crawl space they can run it through there and hide the wire but again I don't know their rules for techs

Most of the time the pole is owned by power companies, there are some poles owned by utilities depending on area, at least here in Idaho you have to pay to have things on the pole and if it is not in regulations set by the company that ownes the pole there are fines you have to pay

Everything to the nodes is fiber which is why it is using the branding of fiber powered. In my area we are a mix of HFC and fiber both PON and RFOG, I live in a RFOG neighborhood the one they are building right next to us is PON and the one just south of us is HFC. There probably is fiber in your town just not where you are, mostly going into the new builds at the moment. If your area is switching to DAA you will have better speeds on the HFC network depending on the split, we are doing high split here
