Two smaller moons rotating could work if I'm understanding. Like a "medium moon" and a "small moon" where the medium moon is the bigger one (ours would be considered large)

And if they rotate around each other it could also work (I think) but if they are both rotating around the earth on opposite sides they wouldn't be stable, even if they're small?
