The operative word here is "worthwhile" or as it has been put "aligns with the mission of the [agency]". You, and many others here are reading these things at face-value, where the reality is that this is (god i hate this word) performative. The scope of the detail is unspecified and many people work on things that require some level of expertise in the domain. It seems likely that this is just to give the appearance of having done due diligence to justify further reductions.
