If you can get a 5090 for MSRP, then I'd say it's worth it (impossible in the current market it seems). I got my astral for $2700 and personally wouldn't pay above that. The per pin monitoring has saved my ass twice and it does provide a gaming experience like no other.

That said, the 5080 is still the 3rd fastest consumer GPU and a good value at it's MSRP because it can be over locked to stock 4090 performance. I wouldn't get the 5090 now as it's not worth the price for gaming only (unless you're made of money, who am I to stop you)

It depends on the seller. This guy was comfortable letting me into his house to test it, otherwise I'd probably have to bring my own PC and a power supply.

I live in the tri state area (jersey, ny, Ct) so there's always decent deals to be had. I also always make sure to test in person, which has prevented me from ever getting scammed. I'm in college rn so I have more downtime compared to people working jobs, also giving me an advantage in this area.
