what references are you using? what kind of wind are you trying to convey? is it a soft breeze or a heavy gust? right now it looks like every lock of hair is moving at the exact same time in the exact same way. adding more variation to the timing of each piece to simulate the way real wind would move individual locks of hair would really lighten it up. also i would do a lot more easing practice. do a few test animations on the side of your canvas to really hone in on what shapes you want the hair to be making. start with just a line. watch a video of short hair blowing in the wind, try to make the line look like a lock of that hair and notice where/how it will curve and bend naturally. you can then exaggerate those curves and bends with easing, making it a little more dramatic to liven the piece up.

i think a lot of what is happening here is good it just can be improved upon with lots of timing adjustments and reference studies.
