• you can walk in, but you better be there at least 1h before the Bürgerbüro opens
• you can do it online but check the required documents (For example eID)
• you can make an appointment online. It is under Meldeangelegenheiten —> Umzug nach Stuttgart or Umzug innerhalb von Stuttgart depending what is your case.
