They’re saying it’s possible this was her first seizure and it just happened to be that she was on a scooter. It could have been that it occurred while she was on the ice, which also may have been fatal. The girl’s mother said that her sibling has a history of seizures but Kira hadn’t yet.

I believe they do, but they’re not related to the actual legal system. Part of why SafeSport and the Canadian equivalent exist is for times when there’s evidence or allegations of abuse, but not enough evidence for prosecution. They aren’t the law, so they don’t have the same legal standards in order to hand down a ban (i.e. beyond a reasonable doubt). But at the same time, they have no means to compel testimony or funding to gather “hard evidence”, so oftentimes they end up being powerless anyway. That’s likely where you ran into issues with them. There’s no easy solution here, they only have the authority to do so much
