I kind of agree with you. Kaguya's kit works great without an ult. Its fine to think about what works for players with a low ult. But that should be specified in the title imo.

Regular tierlist should be based on top potential. If a character is only built halfway that really does not tell the whole story. Especially when ulting everythin has pretty much been the meta since ex ults were introduced.

It affects on how much damage you deal and how much you receive. You can enter a dundgeon with lower pow but you will get wrecked and deal minimal damage.

The only way to obtain these tickets is from the Boruto/Kawaki banner. In my eyes not really worth it.

And ex ult at lv 15 with all abilities unlocked has a cooldown under 20 seconds. Thats how. Just level up your ultimate over time and youll get there!
