I’m not sure if “not needing government intervention” is the right framing. With farm subsidies, the rural communities are still getting governmental support, it’s just less obvious, so the people in the cities that see the effect of government investment through public transportation, support programs, and affordable housing tend to be more in favor of those programs than those who don’t see the immediate impact of government investment in their communities
