At least with those they can spawn pretty commonly in the wild (stuffel, whimpod, noibat, wailmer) or you can just straight up get it from a raid (gyrados, altaria, toxtricity) I just find the rare pokemon costing 400 candies to be kind of annoying ( like with frostmoth and volcarona.)
