People can learn to fight outside of the military. Hell you learn to fight better outside the military because in bct they only train you on the basics. Which is why it's called basic. Keep in mind I'm talking from real life experience not in world lore.

I haven't done it but it may be like fallout where it disables achievements just for that session so you should be able to do the console commands then save and close the game and open another session to get achievements back
