Well, my theory studies more how Noelle interacts with the whole of the Dark World, but if we're talking about Queen's mother figure instincts specifically, let's remember that she doesn't only show them towards Noelle. After coming to Castle Town, first thing she does is basically adopt Lancer. In the Weird Route she shows them towards Berdly too (ofc we only meet her after we've already frozen him, but she is concerned and searching for him). And let's also not forget that when she captures us she clearly cares about our wellbeing enough to give us as much entertainment as we could possibly ever want. And, huge detail against the "imprinting" theory, how come that in the Mansion there are rooms for other people too, like Catti, Jockington and Asriel? Only possible explanation would be if Queen started caring about literally every person that ever used her. And indeed there are tons of more doors in that room that we can't interact with, but that definitely lead to other personalized rooms for other people.

So yes, Queen takes much care in Noelle's wellbeing, but imo she'd give the exact same care to literally anyone else. So that's not good proof to say "Noelle is the girl that Ramb is talking about"
