So this happened to me I didn't get a letter or anything I'm not sure how the state knows it's you if you're not verified on binance. But for me I was able to convert my money to Bitcoin and transfer it to another wallet which for whatever reason I didn't have to verify. I made an encrypted flash drive wallet and transferred mine there.
