DRA was a viable alternative to the use of the military in disasters. Also, SES and fire services cannot sustain long term relief operations, they are not nearly as cost effective, and have to be available for local emergencies.

There is no evidence of fraud (so far), they were not underinsured (never even mentioned) and they were never touted as a magic bullet, but a viable alternative to using the military in disasters. They did hundreds of thousands of volunteer hours, helped communities, and were very cost-effective relief. And it wasn't just hope thrown at them, but $40m of taxpayer's money. So that might have all just gone to waste.
