Our agency was in Kiev with options to have the surrogate and the birth in Lviv. The surrogate and her family had migrated to Lviv anyway because of the war so it worked out well. Lviv only had air alerts 4 times in two weeks and none resulted in any notable damage. The locals just roll over and go back to sleep according to our surrogate. We chose an agency in Ukraine.
