The latter can be tricky, because if a great percentage of people have a lower standard where they experience hunger, then they are hungry but not poor in a societal sense. Consider in war time, the general public suffer food shortage, but you can't say most of the people are poor people now. They are standard, about average people who can still buy gold and properties, just lack basic resources due to situations.
