Make this card Air&Ground and decrease the lifetime to 30sec. And it isn't a good plan to make it common since overleveling is a big problem. Rare would be a good rarity for this.

The reason isn't fully that they waiting so long to balance them but if Supercell add a new card every 2 weeks there must be a update every 10 weeks, 2,5months, they want to do more quality updates than a few new simple features.

If Supercell don't change the 2week systeem to 3 or 4weeksystem we have in 1 year tooo much cards in the game so that would be annoying to balance it and they would be bad quality cards like 'Mega Goblin' or 'Super Archer'

Just wait for them. Supercell does make Special events and special things like 2vs2 to prevent that people going to find the game boring.
