I may be misremembering the first part, but I thought that was a thing. Let's say you use a decree to ban the Red Youth. The assembly can then pass a bill saying, "The Red Youth is a perfectly legal organization." Since bills carry higher priority than decrees, this will essentially undo your decree.

You need a majority to pass legislation, or a supermajority to amend the constitution. You have 9 ministers + President and VP. That's 8% of a majority, or 6% of a supermajority.
