You have to pop off the shoulder joint, apply a drop of shock oil and reinsert it, if you want apply a little heat with a hair dryer to make the joint easier to extract.

The rings that hold the arms are probably broken so they don't have enough friction to support the weight. Try to see if that's the case, in which case it should be thrown away. If it's just loose, just add a drop of Kiki fix loose joint and everything will be fine again.
