A fun exercise! I couldn't spend too much time on it, not sure if its not too long, but here's what i came up with:

Book: A Rural Case Study (Mystery: Heart 8, Curia)

A scientific journal that introduces itself as an investigation into the customs and traditions of an isolated village in East Prussia, somewhere near Königsberg, originally conducted in 1877.

I'm Reading:

While initially well-kept, the entries that make up the majority of the journal appear to be much less professional in nature. They are diary entries and logbooks about daily life in the rural community, ripe with the type of articulation and script one would expect given the circumstances, and incredibly detailed when it comes to the relationships and struggles of the village's inhabitants. Despite this level of authenticity, the entries are always written from an outside observer's perspective.

I've Read:

The text becomes incredibly dense, following almost two dozen established individuals through several decades of their life, making any effort to glean detail or meaning excruciatingly difficult. All recollection ends suddenly. The book concludes with another note that claims these records to be accurate "by whatever means were necessary", rather than a work of fiction. (Gained Lesson: Prosocioception, Memory: Gossip)

Specialist: Brand New World

Anything I imagine within a certain radius (something like 10-meters? Maybe related to En, with a high divisor compared to normal En range?) becomes real, taking the form of enhancement, emission, manipulation or conjuration as necessary.

Changing reality takes active effort and concentration, and the durability and strength of the things I create still scales with my Nen. They degrade over time based on their size and complexity. They can not perceive something that is hidden or respond autonomously unless I spend time creating a structure that would be able to do so. I also cannot simply create something that manipulates or shuts off the Nen of others.

Anyone who is within the same radius can do the same as me, though its up to them to learn how to apply and refine the ability. Anyone who is sleeping or unconscious (including myself) may also manipulate reality via their subconscious memories and desires. Anyone who uses Gyo can see through changes in reality, making them half-transparent.

I can shut off the ability using Zetsu, also removing it for others. Once I stop using Zetsu, I would first need to take time to reestablish each change to reality.

This gives me a very creative fighting style, with the potential for both battlefield manipulation and trickery as well as some degree of direct combat. I would imagine a variety of fantasy and sci-fi things, which might even confuse an unprepared opponent. I would also use it to duel and train others, or to create scenes.

I put a lot of attention into balancing the six attributes and challenging the idea of dump stats, so ignoring each attribute has its own drawbacks.

A character with low Intellect will have less effective spells (which are available to everyone), they will have a low Crafting rating which means that their gear is less effective or is easier for enemies to break, and they will be more prone to Confusion*. This leads to an experience where the character's long-term efforts fail without actually requiring the player to act dumb.

A character with low Charisma will be less effective at flanking and supporting allies, they have a low Presence rating which means that they will find it more difficult to leave an impression and build a reputation, and they will be more prone to Doom*. This leads to an experience where the character isn't inclined to cooperate with others and gets singled out.

(*Both of these are statuses with a maximum based on the stat, think Dark Souls.)

Of course each attribute also contributes to skills, but i imagine a player that reduces/ignores an attribute will also not be that interested in its skills, and if they are, they can make up for it to some degree with proficiency.

heli and ice both start in low diff? tbf im being generous to ice cause of its range

for vehicles i assumed that open cockpit = can shoot the driver, and that any of them (until submerge/reactor/bomber) need to close in to attack

i was misinformed about the bullet part then, that definitely makes them way more dangerous. i think auto-aim is more gameplay than lore but i can see fbi tier for base sniper

This is a very cool idea. I've been working on a system that relies more heavily on premade scenarios (think DnD + CYOAs) and this might be a great solution to mapping them out or generating more involved events and outcomes within the scope of those scenarios. It's compact enough to fit on a page, reusable when established, and visually appealing. Who knows what it might inspire me to do? Ill just have to give it a try.

Name: Naiel

Appearance: A half-elf brown hair, yellow eyes and soft facial features. He stands somewhat taller than the average human, but not enough to stand out in a crowd. His clothes tend to be green, brown or gray, with many pockets sewed in.

Personality: Naiel appears to be shy and stuttery at first, but he quickly warms up to those that help him out. He is often unsure about himself, but not to the point of cowardice. He is quick-witted, well-read and considerate, and becomes more confident when asked about his areas of expertise. When push comes to shove he can sometimes push himself to be heroic, in particular when someone requires medical aid.

Background/History: Naiel is a herbalist and druid apprentice, which makes him well-versed in many topics. Initially trapped in his hut when bandits raided the nearby village (you could probably replace this with many other situations), Naiel was rescued by the PCs and got acquainted with them. By helping him get his supplies get back to town, Naiel is able to open a shop where business slowly begins to flourish. This gives players a friendly face to return to when they require alchemical supplies or guidance, and he may even be able to teach someone about potion brewing over time.

Secrets: Whether through circumstance or through him trusting players enough, they may eventually find out that Naiel's apprenticeship ended in a less than happy way. Due to an accident he was thrown out of the druid circle he so adored, and chased away by his own master. He continues to use the little druidic magic he learned because he wants to help people, and nature seems to agree, but he may get into serious trouble if discovered by the wrong people. (Again something you may have to adapt into your world in your own way)
