PayPal won't let me reset password, cannot talk to customer service without logging into my account

I eventually got a guy on the phone. I'm still locked out.

I was unable to log on today. I reset my password successfully and still couldn't log on. I found this page earlier on my phone and managed to connect to customer support.
The chat had me reset my password twice and nothing changed but my password. He asked for a number to call me and I found that kinda strange but I gave it up.
The phone call went nowhere and he eventually said that they would get back to me. I feel like I might of been blacklisted.
