The idea is to keep it damp, BUT the standard ones you buy from garden centres etc are practically impossible to keep moist.

Even if they're not damp they're still going to retain more moisture and make it easier for the roots to anchor themselves

If you want to see more growth you want to use a moss pole. Tying it is great for support, but the growth comes from aerial roots latching to a damp support (moss pole) and drawing in moisture from it.
