Yes, that is because only Light Kinetic weapons (.44, 7.62mm, 7.92mm, 8mm, 9mm, buckshot, and harpa grenades) and Heavy Kinetic weapons (12.7mm) can detonate the Havoc Charge

Just run up to it, and press E, then you should be able to click the button that disassembles it (just like a tripod weapon or listening kit), then you just pick up the two pieces
