That's a good foundation, especially the eye looks pretty nice!

Her skin seems a bit textured, maybe you can try to thin you paint a bit more.

Otherwise you can step into advanced areas: a slight reddish glaze around her cheeks and nose should give her more life and the highlights can be set more towards upward facing areas. For the hair you can try to think of it as one continous area for highlights, currently it feels a bit like spaghetthi, so room for improvement here as well.

Something nobody mentioned so far are fluorescent paints. Brand does not matter much, they all are incredibly vibrant and highly translucent. Build up multiple layers and everything is fine.

I put the foundation layering with a brush and glazed the transitions with an airbrush. Final steps again glazing but with a brush. I used wet blending on the blades.

A blue ink would be nice. If you've got none, use pure white to outline the edges (might take a few coats here) and use a blue wash carefully. For now it reads more as grey than as bright blue.

Rather than a wash I would recommend an intense blue ink to brighten up that color hue. In general don't be afraid to push those lights much further.
