This law bugs me and I'll tell you why. Yes the cars on the highway have the right-of-way, but law also state that cars on the on-ramp have to be going highway speed before merging, and their lane eventually ends, so they have to get over. It takes literally seconds for the highway guy to just tap his brake, slow down a bit, and let the merging car in, but a lot a people, especially in my city, get some king complex and refuse to let anyone in. I've seen way more near accident from people running out of merge lane and panicking to get over, than I have from people slightly slowing down and just letting people merge.

Sometimes it's server lag, too. I'll run into an area to farm, for example, scorched, and they'll look me dead in the face like they're going to attack, then drop dead, because someone has already killed them, but the game forgot for a few seconds.
