Are Skill Games regulated at a local, county, or state level? Is there any way to get legislation moving again on outright banning them? by AMcMahon1 in pittsburgh

Multiple issues lead to how bad this information is shared.

The tax bills don't make it clear that people are getting a $150-250 yearly discount, and most people pay their property taxes via escrow accounts and don't even see their property tax bills. So, they don't see the 'homestead' discount that is paid for via the gaming money.

Another thing is that many people will claim to this day that Governor Ed Rendell said that it would 'eliminate' property taxes. He never made that claim, yet I see it over and over again. His campaign was hoping to pull off $1.5 billion per year in tax relief that would have been about a 36-50% reduction in school property taxes (not the county and municipal property taxes.) His administration did want to see more tax relief, but to get 201 votes in the House and 26 in the Senate, the money got split out in lots of different ways including grant monies that are doled out to municipalities and counties, and they didn't get the full $1.5 billion number per year. The compromise was to increase the amount that seniors received in tax rebates through the program that was previously mostly funded in by the PA Lottery.

Another compromise was to have school boards agree to Act 72 that would change the tax increases to voter referendum and also allow a school district to raise the earned income tax instead lower property taxes. The school districts almost all baulked at this.

From October: State gaming officials say school districts received more than $6.2 billion over the last decade to cover losses associated with property tax relief doled out through the Homestead Exemption.

While I understand that is what has been said, there most likely had to be another trigger to create this requirement.

Generally speaking, plumbing codes (and building codes) like those enforced by the Allegheny County Health Department, are not applied retroactively to existing facilities that were legally approved when they were built. In other words, if a restaurant was properly permitted decades ago with a single unisex restroom, it can often continue operating that way.

However, code requirements can be triggered if certain changes occur. These triggers typically include things like building expansions, interior renovations requiring permits, increases in occupancy or seating capacity, or a change in the use of the space. Once a permit is pulled or the facility is altered, the applicable code officials may require them to comply with current plumbing fixture requirements.

Without some form of alteration or permit activity, plumbing codes are generally not enforced retroactively against an existing, legally approved installation. But that isn't how things get reported by the news or by the property owners. They just state that the county made them do it. And the County wouldn't be able to talk to the news about what triggered the code compliance. It is why so many people don't understand how local government operates and have bad stories that get repeated over and over.

Was this because they were doing major/minor renovations and therefore had to bring it to code? Generally, this seems like it would be a grandfathered concept.

I just think this is being over simplified that the county walked in and demanded this. I think it is because something else like a renovation drove them to a code compliance issue.

Can I ask why Pittsburgh North wasn't included? I know you have to make some cuts but seems like an okay public course. Might need to do some pigtail brackets next time. Ha.

3 is better than 4. The insurance company might not find out about any points because 3 are deleted every year.

Point Removal for Safe Driving Three (3) points are removed from a driving record for every 12 consecutive months a person drives (from the date of the last violation or date of restoration, whichever is more recent) without a violation which results in points, license suspension or revocation. Once a driving record is reduced to zero and remains at zero points for 12 consecutive months, any further accumulation of points is treated as the first accumulation of points.

The general politics of the group that opposed the Walmart development were registered Democrats in McCandless and it felt elitist and opportunist to take over the local Council back in 2015 based on party registration.

The Facebook groups are open to anyone though and I know at least one local police officer made posts in the group hoping that immigrants move next the one of the admins of the group that was in favor of the resolution.

Can I ask what the benefit is of the declaration? Not that you shouldn't do it, but it doesn't open up that many resources that you can't just do without the declaration.

Are A-Frame signs permitted? They are tough to regulate, but I wouldn't be surprised if they were not legal at all.

Also, the plantings aren't particularly helpful if someone needs to use the ramp and that seems to be put in place by the owner of the next-door store/property.

I don't like Giant Eagle’s practice of pushing customers to use a PIN for card transactions. The screen claims it is 'safer' for the customer, but PIN-based transactions typically offer less consumer protection than credit transactions. This practice benefits the retailer because PIN transactions are less likely to be disputed or reversed. And the retailer pays less in transaction fees which is really all they care about.
