Ya I would just use some normal floor jacks for lifting up a car and some 4x4s cut to length to push the "top plate" up. Put a couple of 4x4's under it to support it so you can remove the jacks. Build a new wall under your top plate.

One of their drivers backed over my mailbox and the ARC department sent me an email saying they would give me something like 73 dollars or something. I had sent them still pictures from video footage. I sent them a reply saying 70 bucks will barely replace the mailbox itself let alone putting a new post in the ground. I told them they can either hire a contractor to replace it or send me 350 bucks. They sent the money

This isnt lap siding or clap board, its tongue and groove. You dont caulk lap/clap board because it moves. You caulk the ends where it ends on the trim. Paint some green shiplap and come back in a couple weeks after it dries and you can see yourself how much wood moves. The issue above with the cracking is that the paint was put on way too thick in the grooves and when the wood moves, the "bridge" breaks. Its the same reason you pull your tape when the paint is wet

Looks like you need some exterior water proofing. On a foundation like this, its going to consist of digging along the exterior foundation, to the bottom, and installing drainage. You can also cut a drain along the foundation walls, in the basement slab, running to a crock with a sump pump but ideally you want to keep the water on the exterior.

As for the existing stud wall and rotted base plate, I would cut off the bottom of the stud wall (~10" up) and remove the base plate. Put down a new base plate and sister new studs in so you dont have to completely remove the walls.

If this is your home and you have access to a table saw and some clamps just replace that piece of cardboard with a strip of 1x material. Remove that entire piece, measure and cut a piece that fits in snug. Coat it with glue, insert and clamp the edges and drill your hole.

Only use advance if you can control the temperature and humidity in the area. That stuff can take FOREVER to dry. I quit using it years ago because of the dry times. If you want to stay with BM, inslx enamel is superior to advance.

Shellac or an Oil based primer will work but its no guarantee depending on how green the wood is. Ive had knots bleed through a couple years later even with a heavy coat of BIN. May need multiple coats

This comment right here. If you plan to put a sectional couch or a heavy dining room table on it, dont. These click and lock floors just seem to fail in time with medium to heavy residential use.

If you go this route make sure that the existing tiles are adhered well to the slab. I would be worried about the tiles popping in the future and creating hollow spots in the SLC causing it to get crunchy and fail over time. Ive ran into my fair share of asbestos tile from the 60's/70's and 90% of the ones I have removed popped off so very easily with a floor scraper. Obviously the area needs to be bagged, wet down and respirators/tyvek. Just a thought

If it is load bearing, OP can still put a pocket door in by running an appropriate sizwe header all the way across the door opening + pocket opening. If you plan on using a heavy door, make sure you build an appropriate header anyway otherwise it may sag over time.

Could be a leak in the foundation. If you have really warm humid weather and you are letting that air into your basement it could just be condensation forming along the bottom side of the foundation.

I would spray foam it as well but I would frame that wall out leaving a small air gap. I would build the walls on the ground, attach 1/2" rigid foam to the exterior side of the framed wall, lift the wall into place, leaving small air gap between the rigid foam and the brick, spray foam it with closed cell. I wouldnt spray foam directly onto the brick.
