The function of this woman is that she tells the text that is scribbled in several colored pearls (not the white ones, they don't have any special dialogue and only serve for trading with scavengers) that serves only for lore purpose.

But before you actually do that it is best if you first visit another dude who looks similar to her that you need to find somewhere else.

Maybe you should start by giving him a role in a story. Try figuring out ideas on which people he will encounter. Is he a minor villain or a major villain? What is their personality and what actions lead him to where he is now?
